Step 1: Successful completion of this training module or similar training
The applicant has to complete this or similar training program in export documentation and validation procedures.
There is an expectation of RFP validators that they understand:
- the importance of their role as an RFP validator
- the function of export certification
- the EXDOC system
- the process of validation
- the consequences of sharing their logon/password with other persons
- what countries their establishment is listed to export product
- ELMER and MICoR.
Step 2: Submission of RFP application form (EX26 form)
The EX26 Form is used to nominate persons to operate as a RFP validator in a particular establishment.
An RFP validator applicant does not usually sign off on the EX26 form on their own behalf.
RFP validator applicants must be 'fit and proper person(s)' in accordance with the Export Control Act 1982.
The EX26 form is at this stage sent to the local Area Technical Manager (ATM).
Step 3: ATM assessment of competency, including proof of completion of proof of this module or similar
In this step, the applicant performs five test validations. The applicant must:
- first be registered as an EDI user
- contact the Department of Agriculture to arrange access to the test environment
- request the test material in hard copy if the establishment does not have access to EXDOC.
Once the tests are successfully completed, the relevant people will be notified.
Step 4: Acknowledgement of competency by the Department of Agriculture
At this stage, the ATM signs off the EX26 form once they are satisfied that the applicant is competent to perform RFP validations.
This signed form is recognition of that competency, as part of the application process.
The signed EX26 is then forwarded to the EXDOC desk in the Department of Agriculture Central Office.
Step 5: Electronic Access to EXDOC is granted to the RFP validator
EXDOC desk will now list the applicant as being in management and control in ER and the applicant will be granted access to EXDOC.
Step 6: Maintenance of the authority to validate RFPs and management of RFP validator competency.
At this point, the individual is an RFP validator and will continue to be if there are no repeated and/or serious errors in validation.
If there are repeated and/or serious errors the RFP Validator will be removed from their position by the ATM.
